The state of Southern Carolina adopted the 2021 IRC which niether confirms or denies that ice barriers were required however, the building inspector, Billy Campbell, gave us this reponse on June 28, 2023. "Anything under a 4/12 pitch would require 2 layers of underlayment , and a drip edge. Unless the Shingle Manufacturer doesn’t require it." Meaning that an ice barrier is not required except under these specific conditions.
